Next time tell the guy to get out and push his PC and it might help. I would recommend uplugging the machine and walking away from it. None of this is any good. For the guy having an issue. Download the ISO itself. Create a USB Bootable and add the ISO. RUFUS 2.16 works excellent. Set for for the EFI GPT NTFS Format for 4K. It will want to default it to the Fat 32. So check that. Then once you have a new USB 3.0 USB Bootable. Make certain that you add a folder called, 'Drivers' just in case you have to do a fresh install from barebones. You can or should be able to do an upgrade via your existing windows. Services, GP editor, firewall, and the use of pixie dust will not work and has nothing to do when the installation is handing off to the big blue screen. All former Windows is compressed and put out to dry. The checking for updates portion -- skip it. Go right for the throat and you will not need nothing.
Today, Microsoft released Build 14271 for PC to Windows Insiders in the Fast ring. Also Microsoft released Build 14267.1004 for mobile to Windows Insiders in the Fast ring. This will be the first time Microsoft releases builds for PC and mobile on the same day and at the same time. For PC, Build 14271 brings a lot of improvements and bug fixes that are based on feedback Microsoft has received from Windows Insiders.
Getting feedback is an integral part of the Windows Insider Program. After each build upgrade or after certain activities, Windows will often ask for feedback. The answers to these questions is used by Microsofts engineering teams to understand how Windows Insiders feel about a particular experience or a particular build. Starting with Build 14271 and newer, the frequency in which Windows will ask for your feedback will be locked to “Automatically (Recommended)” in the Settings app and managed by the Windows Insider Program. If having the ability to change this setting is important to you – you can roll back to the Windows 10 November Update (the latest build or future builds in our Current Branch) and disable Windows 10 Insider Preview builds on that device. You will then be able to change this setting. While Microsoft does not require Windows Insiders to answer these questions, they do hope they take the time to answer them so that Microsoft can better improve Windows for their customers.

Here’s what’s fixed for PC
- Microsoft fixed an issue where the window borders on apps would change from accent color to black after every upgrade to a new build.
- Microsoft have updated the music control icons that are shown in taskbar previews in music apps like Groove to look more crisp and clean at higher resolutions.
- Microsoft fixed an issue where the taskbar would sometimes not auto-hide and show unexpectedly on top of full screen windows such as showing above a PowerPoint presentation when in slideshow mode.
- Microsoft fixed an issue where the “Hide notifications while presenting” setting preference is lost after upgrading to a new build.
- The entire app header in Action Center is now right-clickable instead of just the app name or “x”.
- Microsoft made it easier to dismiss all notifications from a specific app in Action Center by increasing the target area to encompass the entire app header.
- Microsoft fixed an issue where interaction notifications would not show a button to input text in some cases.
- Fast user switching should work now with Picture Password.
- Microsoft fixed an issue where some desktop (Win32) apps look missing from Start.
- Microsoft fixed an issue where the accent color does not automatically change when the slideshow option is chosen for your desktop background.
Also – for developers, the debugging tools for Windows (Windbg, kd, cdb, ntsd) now have improved support for universal app debugging. This update also requires the Universal C Runtime Library (uCRT), which is available via Windows Update. KB and MSDN documentation will be available within a few weeks. Known issues for PC
- Microsoft is tracking an issue reported by Insiders where some PCs will freeze or bluescreen when resuming from hibernation. Disabling hibernation is a workaround in some cases until this is fixed.
- If you have Kaspersky Anti-Virus, Internet Security, or the Kaspersky Total Security Suite installed on your PC there is a known driver bug that prevents these programs from working as expected in builds from the Development Branch. Microsoft is partnering with Kaspersky to fix this issue for a future release, but at this time there are no known workarounds. While this issue is present, Microsoft recommends using Windows Defender or another third party anti-virus product of your choice to remain protected.
- Turning on the “always show all icons in the notification area” setting disrupts the layout of the notification area (“systray”).
- When browsing in Microsoft Edge, charts displayed using D3.js library will not display correctly – e.g. render as black, positioned incorrectly. Known affected sites are Cortana, Bing.com, and PowerBI.com.
- Microsoft is seeing reports of crashes with apps such as QQ crashing due to an OS reliability issue we are currently investigating. This bug is also impacting older apps such as Windows Live Mail and Expression Encoder 4.
Windows 10 Mobile Insider Preview Build 14267.1004
Build 14267.1004 is the same build Microsoft released on Friday but with two very important fixes and one new feature:
- Microsoft fixed the issue reported by Insiders in Build 14267 where the Lumia 550 no longer charges or connects via USB. If you hit this issue on your Lumia 550 – we have laid out guidance on various methods to get back into a good state here.
- Microsoft fixed the issue preventing Visual Voicemail notifications from happening.
- Microsoft is introducing Visual Voicemail for dual-SIM devices such as dual-SIM Lumia 950 XL! Work for this feature was in Friday’s release but due to the above mentioned bug impacting notifications it was not working correctly. But now the experience should be working as expected.
- Microsoft released an update to the People app that brings back the history feature. For a given contact you communicate with, you can view the interaction, whether by today, yesterday, last week etc. Right now, your Skype messages won’t show up in history yet but we’re working on enabling this in a future update. Also – Microsoft is tracking a bug in which opening an email item in history might not take you to that specific email.
Microsoft also have some additional known issues they’d like to note:
- If you have the Windows Feedback app pinned to Start, after upgrading from Build 10586.107 it will no longer show as pinned.
- Microsoft is seeing reports from Windows Insiders of issues connecting to wireless displays. We’re investigating.
- When using Continuum on the Lumia 950 XL – the trackpad experience is not working correctly.

As a reminder, Microsoft is initially making new mobile builds from their Development Branch available only to devices that shipped with Windows 10 Mobile. Currently this includes the Lumia 950, 950 XL, 650, 550, and Xiaomi Mi4. Today Microsoft is also adding support for the ALCATEL ONETOUCH Fierce XL. Microsoft plans to expand to other devices once we start releasing Windows 10 Mobile to other devices. If you are a Windows Insider on a device not mentioned above, you can stay in the Fast ring and sit tight until we expand to other devices or go back to Build 10586 and switch to the Release Preview Ring to continue helping Microsoft test Cumulative Updates. For more information about our rings and branches, I highly recommend reading this post here in Insider Hub.
